Abstract. <\/em><\/strong>Local institutions (zemstvo<\/em>) created in the Perm Governorate in 1870 faced problems connected with hiring and adapting medical practitioners. One of the possible ways of solving this problem was provision of scholarships to local medical students, as they traditionally considered better suited to serve in the region. Initially, the majority of the scholarships were intended to finance training of doctors. The Zemstvo scholarship programs were based on effective Russian and foreign experience. During the first decade, the rules of awarding such scholarships differed significantly between the Governorate and the constituent districts. With accumulation of experience, they were unified and modified: zemstvos<\/em> refused to force the former scholarship holders to go on working; instead, they focused on their return of the allocated funds. Assignment of scholarships for higher education gradually became the sphere of activity of the provincial zemstvo. The results of the implementation of zemstvo<\/em> scholarship programs in the Perm Governorate turned out to be quite contradictory. On the one hand, the new local government bodies received up to a hundred doctors who local residents; on the other hand, the zemstvo faced two interrelated problems: after graduation, a considerable number of such doctors did not want either to serve in Perm Governorate or to return the funds spent on their training. With great shortage of doctors, the most painful thing was permanent growth of the scholarship holders\u2019 debts. The Perm zemstvos<\/em> always tightened the requirements for repayment of the allocated funds, but were unable to reverse the situation. On average, up to 40\u00a0% of the former scholarship holders evaded their obligations in various ways. This prevented the planned payment of all scholarships from the special zemstvo<\/em> fund. This contradictory historical experience should be taken into account in modern educational practice.<\/p>\n
