Yesenin<\/em> strives to maintain high academic standards. It accepts for publication original research articles that have not previously appeared in print, addressing current scientific issues and containing arguments, generalizations, and conclusions that are of interest due to their novelty, scientific, and practical significance. The environment for scientific inquiry fostered by the Bulletin\u2019s editorial board, along with the dialogue among recognized leaders of Russian science featured in its pages, contributes to the development of the university\u2019s scientific potential and helps unlock the potential of Russian and international university-based science.<\/p>\n<p>The Editorial Board of the Bulletin of the <em>Bulletin of the\u00a0 Ryazan State University named for S. Yesenin<\/em> publishes scientific articles written by authors of all academic ranks free of charge. The academic journal of Ryazan State University provides doctoral students, graduate students, and candidates with the opportunity to test the materials and results of their dissertation research by publishing their articles in the \u201cBulletin\u201d free of charge. The authors may also receive, free of charge, an electronic layout of the journal prepared for submission to the National Electronic Library (RINTs). Those wishing to purchase a printed copy may subscribe in advance for the relevant quarter.<\/p>\n<p>The selection process for scholarly articles is conducted in compliance with the laws of the Russian Federation regarding copyright and plagiarism, as well as the publication ethics principles adopted by the international community and reflected in the Code of Ethics for Scholarly Publications, developed in accordance with the recommendations of the Committee on Publication Ethics (COPE), and in the Declaration of the Association of Scientific Editors and Publishers (ANRI).<\/p>\n<p>All articles submitted to the editorial office are mandatorily checked for compliance with the journal\u2019s scope, formatting requirements, and rules of academic ethics; they also undergo a text review to detect unauthorized borrowing and the use of artificial intelligence, in accordance with the system adopted by the Ryazan State University named for S. Yesenin and included in the Unified Register of Russian Programs for Electronic Computers and Databases of the Ministry of Digital Development, Communications, and Mass Media of the Russian Federation (see the \u201cPublication Ethics\u201d section).<\/p>\n<p>All articles submitted to the editorial board of the academic journal are subject to double-blind peer review (see the \u201cPeer Review Process\u201d section). It is also necessary to enter into licensing agreements with the authors and have the authors complete consent forms for the processing of their personal data (see the sections \u201cLicensing Agreement\u201d and \u201cConsent to the Processing of Personal Data\u201d).<\/p>\n<p>Articles prepared for publication must include all citations of authors and sources of published material required by the current copyright laws. The articles must not include material that is not intended for publication in the open press and that, in accordance with the current laws of the Russian Federation, could result in the disclosure of classified (confidential) information (including national and official secrets). Furthermore, the author (co-author) is required to guarantee that, as of the date of this agreement, he or she is not a person acting as a foreign agent (listed in the Ministry of Justice of the Russian Federation\u2019s Register of Foreign Agents), nor are they included in the List of Organizations and Individuals for whom there is information regarding their involvement in extremist activities or terrorism; they must conduct lawful activities, have no restrictions on the fulfillment of their obligations, and not be subject to liquidation or bankruptcy proceedings. However, upon publication of the work, the author (co-author) must independently ensure that it is labeled in accordance with the requirements of Russian legislation and includes a textual indication of the status of a foreign agent (if applicable).<\/p>\n<p><strong>Open Access Policy<\/strong><\/p>\n<p><strong><em>Terms of Access to Published Works:<\/em><\/strong> The journal <em>Bulletin of the\u00a0 Ryazan State University named for S. Yesenin<\/em> provides free, fast, and permanent access to scholarly materials in real time, which is consistent with the principles of open science and promotes maximum accessibility and dissemination of research findings.<\/p>\n<p>Any user may read, download, copy, distribute, and print the full texts without financial, legal, or technical barriers (with the exception of barriers related to Internet access), provided that copyright is respected and the journal is cited.<\/p>\n<p><strong><em>The following information about each published article is available <\/em><\/strong>to the public on the journal\u2019s website (in Russian and English):<\/p>\n<p>-article title,<\/p>\n<p>-abstract,<\/p>\n<p>-keywords,<\/p>\n<p>-information about the authors (full name, academic degree, academic title, position), including their affiliation (full name of the organization, city, country) and contact information (email address),<\/p>\n<p>-sources of funding for the research on which the publication is based,<\/p>\n<p>-list of cited sources,<\/p>\n<p>-unique identifiers of the work,<\/p>\n<p>-link to the location of the full-text version of the article.<\/p>\n<p><strong><em>The journal\u2019s editorial board ensures that metadata is submitted t<\/em><\/strong>o Russian scientometric databases (RINC, RCNI) for indexing and to increase the citation rates of articles. The editorial board ensures delivery of required copies of each issue of the periodical to authorized bodies and provides issues of the periodical to national libraries, thereby ensuring access to scientific information and fostering an appreciation for the values of national and global culture.<\/p>\n<p><strong><em>Metadata is provided under an open license <\/em><\/strong>that permits free use for scientific and educational purposes without the need to obtain special permission from the editorial board.<\/p>\n<p>The editorial board undertakes to comply with the requirements of Russian Federation legislation, including those regarding the processing and protection of personal data contained in the metadata.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Personal Data Processing Policy<\/strong><\/p>\n<p>The editorial board\u2019s policy regarding personal data is established in accordance with the provisions of the Federal Law of the Russian Federation dated July 27, 2006, \u201cOn Personal Data.\u201d<\/p>\n<p>The journal\u2019s editorial board acts as the controller of personal data, which is defined as information relating directly or indirectly to an identified or identifiable individual. Processing of personal data is considered to be any action (operation) or group of actions (operations) involving personal data performed by the editorial board, whether or not using automated means. The processing of personal data includes, among other things: collection; recording; systematization; accumulation; storage; clarification (updating, modification); retrieval; use; transfer (distribution, disclosure, access); anonymization; blocking; deletion; and destruction of personal information.<\/p>\n<p>Transfer of personal data to third parties is permitted only with the written consent of the data subjects, except in cases where it is necessary to prevent a threat to the life or health of the data subjects, as well as in other cases provided for by the legislation of the Russian Federation.<\/p>\n<p>When processing personal data, the controller ensures the confidentiality of such data.<\/p>\n<p>The data processor shall store personal data in a form that allows for the identification of the data subject for no longer than is necessary to achieve the purposes of the processing of such data, unless the retention period for the personal data is established by federal law or by a contract to which the data subject is a party or a guarantor.<\/p>\n<p>If the data subject discovers any inaccuracies, they may contact the Operator with a request related to such inaccuracies and the posting of up-to-date personal data. The request may be submitted in any format.<\/p>\n<p>Consent to the processing of personal data may be revoked with a written notice to the Data Controller requesting that the processing of personal data be discontinued. Once the purposes of processing personal data have been achieved, or if the data subject revokes consent to the processing of their personal data, the latter shall be destroyed.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Distribution of Papers before and after Publication<\/strong><\/p>\n<p>An article, as an original work, may be submitted for consideration to only one academic journal, provided that the author (co-author) has not previously published the article in other print and\/or electronic publications, except for the publication of a preprint (manuscript) of the article on their own website. Preprints, which must be clearly labeled as such, may be posted as electronic files on the author\u2019s (co-authors\u2019) website or on a secure external website operated by the author\u2019s (co-authors\u2019) employer, but not for commercial sale or systematic distribution to third parties.<\/p>\n<p><strong><em>The journal\u2019s editorial board ensures the archiving of articles published in the journal and their metadata in both Russian and English. <\/em><\/strong>After a journal issue is published, the author\u2019s work is included in the archive of the journal <em>Bulletin of the Ryazan State University named for S. Yesenin<\/em>. Furthermore, the archiving and indexing of articles is carried out by the Scientific Electronic Library (RINTs) in accordance with the signed agreement. In addition, the full texts of the articles are posted on the website of the \u201cMetaphora\u201d information system. The storage and processing of archived issues are carried out in accordance with the archival legislation \u201cOn Personal Data.\u201d<\/p>\n<p>The author (or a co-author) has the right to copy or provide colleagues with a copy of a published article, in whole or in part, free of charge, for personal or professional use, to promote academic or scientific research, or for informational purposes. The author (co-author) also has the right to use selected materials from the published article in scientific or educational publications written by the author (co-author) for educational purposes. A citation to the <em>Bulletin of the Ryazan State University named for S. Yesenin<\/em> is obligatory.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Guidelines for dealing with errors<\/strong><\/p>\n<p><strong>If errors are discovered before or after the publication of materials, corrections are made by submitting a request to the editorial office. Complaints regarding the editorial office\u2019s activities, including those pointing to a suspected ethical issue or an undisclosed conflict of interest, should be directed to the editor-in-chief. If the claim is not sufficiently substantiated, further details will be requested, and a review of the claim will be initiated. Based on the results of the review by the editorial board, a decision will be made regarding corrections, retractions, or other actions\u2014or the absence thereof. The person who initiated the complaint will be informed of the results of the review.<\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Procedure for Retracting an Article<\/em><\/strong><\/p>\n<p><strong><em>The retraction of an article <\/em><\/strong><strong>is carried out in accordance with the rules for retracting articles established by the Association of Scientific Editors and Publishers (ANRI). An article may be retracted from publication at any stage of the publication process.<\/strong><\/p>\n<p><strong>Retracting a text from publication is a mechanism for correcting published information and notifying readers that the publication contains serious flaws or erroneous data that cannot be trusted. Inaccurate data may result from an honest mistake or deliberate misconduct. The grounds for retracting an article include violations of ethical standards generally accepted in the scientific community or the journal\u2019s ethical principles.<\/strong><\/p>\n<p><strong><em>Grounds for retracting an article: <\/em><\/strong><\/p>\n<p>&#8211; detection of inappropriate borrowing (plagiarism),<\/p>\n<p>&#8211; duplication of the article (multiple publications),<\/p>\n<p>&#8211; detection of falsifications or fabrications in the work (e.g., manipulation of experimental data),<\/p>","protected":false},"excerpt":{"rendered":"<p>Rules for the Selection and Publication of Articles The Editorial Board of the Bulletin of the\u00a0 Ryazan State University named for S.
