New facts about state activities of A. G. Zverev, People’s Commissar and later Soviet Minister of Finance

Abstract
This article is devoted to an outstanding figure of the Soviet era, Arseny Grigoryevich Zverev (1900–1969). For over 20 years, he held one of the key posts in the Soviet government People’s Commissar of Finance (later Minister of Finance of the USSR). He was also elected a deputy to the Supreme Soviet of the USSR during its first, second, fourth, and fifth convocations and, for nearly a quarter of a century, took an active part in the work of the country’s highest legislative body, regularly speaking at its sessions on issues related to the execution and adoption of the State Budget of the USSR, as well as other relevant financial and economic issues. Particular attention is given to the rather obscure beginning of A. G. Zverev’s parliamentary activity in 1937, when workers of the Ryazan Region nominated and elected him as a deputy of the Supreme Soviet of the USSR of the first convocation, which he held for almost 10 years (1937–1946). During this period, the people of Ryazan, together with all Soviet people, lived through the turbulent pre-war years, the harsh trials in the Great Patriotic War, the return to peaceful life, and the restoration and development of the national economy. This publication draws on documents from the State Archives of the Russian Federation, the Russian State Archive of Economics, and the Central State Archives of Moscow; much of the data has not previously been in scholarly circulation. Another important source is materials from the newspaper department of the Russian State Library. Based on the comprehensive study, the author concludes that as a deputy A. G. Zverev maintained constant contact with his electoral constituents, promptly responding to their requests and inquiries. Throughout his work, he justified the high level of trust placed in him by the workers of the Ryazan Region.
