Abstract. The relevance of the article is due to the importance of a holistic view of the formation of the model of the universal welfare state in the policy of the Labour Party from 1923 to 1976.

The aim of the study is to provide a comprehensive presentation of the evolution of the idea of a social security state and its implementation in the policies of the Labour governments. The present study analyzes the theoretical works of the founders of British socialism and the leaders of the Labour Party, showing their vision of the idea of social structure and the projects of reform. The practical significance of the idea of the state of social guarantees in the framework of the social reform programs of the Labour cabinets of J. R. MacDonald, С. Attlee and H. Wilson is analyzed and disclosed, which created the basis for further reform of the social sphere by the “new Labour Party members.”
